David Handson BSc CEng MICE MIHT
David Handson is the Head of the Contract Management Unit of North Yorkshire County Council (NYCC), and he is based in Northallerton. His current responsibilities are for the management of the County's two engineering service contracts (with BBIS for Highways Maintenance and Jacobs UK for Engineering and Property Services) and strategic procurement within the Business and Environmental Services Directorate.
His career, since graduating in 1986, has been solely in local government, initially with Canterbury City Council and with NYCC since 1989. He has been chartered since 1995 and a member of the IHT since 1992. David has extensive highways design, bridge design and site management experience, and he is a qualified PRINCE2 project manager with detailed knowledge and experience of the procurement of works and services under European procurement regulations.
David has been a member of the Yorkshire & Humberside Branch Committee since 1998 primarily as the Branch Recruitment Officer; and in 2005 won the national IHT recruitment award. Graham Pack
Graham is the Commercial Manager for CEMEX UK Construction Services Ltd.
He joined CEMEX [then RMC Surfacing Ltd] in 1989 and has extensive
experience in road construction and maintenance works.
He has some 27 years experience in the construction industry gained on a
variety of projects both new build and reconstruction, and he has worked
on sites as varied as the A66 Cockermouth Bypass to the M25 (A12 -
Ockendon), the construction of high pressure watermains for Yorkshire
water and private industrial developments.
Since 1989, Graham has worked in a number of roles from Site Agent to
Contracts Manager and currently Commercial Manager. Experience has been
gained over this period as both a main contractor and subcontractor,
engaged on projects varying from multimillion pound Lane Rental Recon to
surfacing subcontracts. In his current role he is responsible for
raising the profile of CEMEX UK Construction Services and "front end"
business development opportunities.
Graham has a keen interest in outdoor pursuits and enjoys hillwalking as
well as being an avid supporter of Sheffield United (hopefully this will
not be held against him!). |

Craig Ellis BEng CEng MICE MIHT MCIM DEM
Craig is the Contract Manager for the Owen Williams Gateway 2 York office, which now part of the Amey Group. Craig’s main areas of expertise are in bridges, highways, railways and infrastructure developments.
Craig started his career with Brian Colquhoun and Partners in Leeds, attached to the Highways Unit working on the A64 Widening Schemes. After two years he moved to Pell Frischmann (in Wakefield) where he continued his career in bridge and rail contracts, working on the famous Forth Rail Bridge. After ten years at Pell Frischmann, Craig sought new challenges and moved to set up the York office of Owen Williams, which within just two years received the York Evening Press Business Award for “Growth Business of the Year”. Craig joined the Yorkshire and Humberside Branch in 1990 as a graduate and became Membership Secretary in 2001, with a view to attracting younger members into the Branch. In 2003, Craig took over the role of Secretary, and he is responsible for managing the day to day activities of the Branch. John Brown DipEng CEng FICE FIHT
John became a Chartered Engineer in 1969 and has been a member of the Institution for 35 years.
The main technical focus of his career has been the promotion, design and construction supervision of major highway projects in the North of England. For the major part, he has worked for a range of local Highway Authorities but, in 1999, he managed, as Head of Consultancy, the externalisation, into the private sector, of North Yorkshire County Council's Consultancy Business Unit. He managed the new unit for two years and then moved into a business development role which expanded the client base of the unit and led to a three-fold increase in turnover.
John retired from full-time employment in 2005 but carries out occasional, casual consultancy work for his former employer. In addition to being Assistant Secretary, John is a member of the Branch Committee's Communication Group, which is working to raise the profile of the Branch. He is also looking to address the under-representation, in the Branch, of members from Local Authorities. Treasurer
Harold Clarke MICE MIHT
Harold initially trained as a civil engineer with the then British Railways, before switching to highway design and construction. He was based at the West Riding County Council and then at the Road Construction Units, where he worked on the M1, M62 and M18.
He was then involved in undertaking general trunk road and local highway works with South Yorkshire County Council. Following this, he spent ten years using his expertise in highway and engineering works to provide consultancy services.
Harold is now retired and he likes to spend his spare time with his family and, in particular, with his grandchildren. He is also a keen gardener and loves to travel. Harold has been a member of the IHT since 1964 and he is the current Honorary Branch Treasurer, a post which he has held since 1997. |

Richard Frusher
Richard is working in the Traffic Engineering team at Faber Maunsell, having recently obtained an MSc (Eng) in Transport Planning and Engineering at the University of Leeds. Since commencing work, he has completed traffic modelling for a bus priority scheme for Transport for London, prepared a junction design feasibility study for a local authority and is now building a VISSIM model to test the implementation of various ITS interventions. Richard is looking forward to participating in the graduate rotation program offered at Faber Maunsell. He enjoys playing football and golf and socialising with friends. |

Richard Fuller BSc CEng MICE FIHT C Dip AF
Richard’s background is in Civil and Highway Engineering. He joined the Institution in 1981 and became a fellow in 1993. He is based in Wakefield, from where he heads Pell Frischmann’s Highways business.
Richard graduated from Nottingham University in 1972 and worked for West Yorkshire County Council until 1982. During his time at West Yorkshire he became Chartered and worked in the Road Construction Sub Unit on a number of projects including M18, M62 and Skipton Bypass projects.
After leaving West Yorkshire he moved to the Arabian Gulf in 1982 and worked in Bahrain, Abu Dhabi and Oman. In Bahrain he managed a highway maintenance team and later in Oman he ran a consultancy practice specialising in buildings and highways. He joined Pell Frischmann in 1986.
He has worked on both Civil Engineering and building projects including a period leading a team developing a PFI business in school construction and management.
Since the late 1990’s, Richard’s main interest has been major highway projects, and he has worked on a range of projects including the M1-A1 Link Road DBFO contract, the A1 Bramham to Wetherby Improvement, the A69 Carlisle to Newcastle DBFO contract, the A1 Darrington to Dishforth DBFO Contract and the Jamaica 2000 Toll Road Project.
Richard is the Branch Golf Secretary and he organises the annual competitions for the regional “Ridings Trophy” and the national “Locan Cup”.

Daniel House BEng(Hons) CEng MIHT
Daniel is the Divisional Director of Mouchel Parkman’s Yorkshire Business Unit. He has worked in the Civil Engineering profession for over twenty years, in both the private and public sector.
Daniel has led many successful engineering projects, including the recent Scarborough Integrated Transport Scheme, which involved a 4.3 km by-pass (with bus lanes), two new Park & Ride facilities on the A165, and an urban traffic control system (with bus priority measures) in the centre of Scarborough.
Daniel is also responsible for delivering professional highway services to North Yorkshire County Council and, as part of this work, his Structures team has been awarded the ICE Brunel Medal in recognition of the remedial works that were undertaken following the extensive flash flooding in North Yorkshire. His division has also recently been awarded the National Benchmarking Award for Excellence sponsored by the Surveyor Magazine.
Daniel joined the IHT in 1990 and, in addition to being an Elected Member, he has sat on the CSS service improvement committee. As part of his role at Mouchel Parkman, he presented with North Yorkshire County Council to the 2004 IHT Procurement seminar on the subject of local authority ECI. Daniel’s main interests are playing golf and coaching rugby. |

Stuart Wilkins IEng AMICE MIHT
Stuart is a traffic engineer who specialises in Highways and Transport Development Planning. He has been a member of the Institution since 1994, and he joined the Branch Committee in 2000.
Stuart started his career in 1980 with West Midlands County Council where, as an Indentured Technician, he gained experience of the full range of services undertaken by a Local Highway Authority. After his training, Stuart specialised in traffic engineering and spent a number of years working within local authorities in the West Midlands County area. He then joined Faber Maunsell in 1991, as a senior technician in their Edinburgh office. During this time, Stuart worked mainly for the private sector in relation to development proposals.
In 1994, Stuart moved to the Faber Maunsell’s York office and has since relocated to the Leeds office, where he is a Regional Director responsible for the Development Planning teams in Leeds, York and Newcastle. Still primarily involved in Development Planning, Stuart has worked for the Highway Agency advising them in relation to the impact of land use planning on the trunk road network and has worked on a number of major employment retail and housing development and regeneration projects throughout the north east of England. |

Rob McCartney BEng(Hons) MIHT
Rob is the Traffic, Safety and Studies Manager for AMScott (a joint venture between Alfred McAlpine and Scott Wilson), currently working for the trunk roads in the East Midlands. His background is in civil and highway engineering and he began his career on site contracting then, following a spell overseas, he moved into Local Government, eventually taking up his present role back in 2003.
Over the last 20 years, Rob has been involved in a range of high profile projects including environmentally sensitive sewer replacements through historic woodlands, a £12 million housing project for the Seychelles Government, York’s Millennium Bridge and more recently delivering Safety & Economy Improvements on the East Midlands trunk roads (two of which received commendation at the regional IHT awards).
Rob joined the IHT in 2002 and was formally elected onto the committee in 2006, after serving a year as a co-opted member. Outside the profession Rob has, in the past, represented England Internationally in karate as a fighter and now runs two clubs in York. |

Sarah Taylor BA(Hons) MSc(Eng) MIHT
Sarah is a Senior Engineer with White Young Green, based in their Norwich office. She works in Development Planning and Strategy, providing advice on the provision of highways and transportation infrastructure in new developments. This includes the production of Transport Assessments and progressive Travel Plans in support of planning applications and some of her recent projects include the Derwent Howe Development Strategy and the Leeds – Bradford Corridor regeneration study.
She also provides highways and transportation input into master-planning exercises, as well as into the production of development strategies and feasibility studies assessing potential options for the future development of specific sites as part of regeneration and renewal programmes.
Sarah recently relocated to Norwich from White Young Green’s Leeds office, where she worked extensively in Development Planning in multi-disciplinary projects involving town planners, architects, landscape architects and economists. Whilst based in Leeds, she obtained her MSc(Eng) in Transport Planning and Engineering at the Institute for Transport Studies, University of Leeds, with her dissertation investigating disabled people’s attitudes to public transport.
Sarah helps coordinate events in the New Professionals’ Group offered by the East Anglia Branch. In addition to her involvement with the IHT, she also sits on the Association of Consultancy and Engineering’s Roads Sustainability special interest group.

Geoff Davidson BSc MSc CEng MICE MIHT MPWI
Geoff is an Associate Director in Arup’s Leeds office and is responsible for their highways and railways businesses. He has previous experience in a number of Arup locations having started his career at the Warwick office when it was formed from the Midland Road Construction Sub Unit in 1982. He joined the institution in 1991, was re-elected to Committee in 2006, and is also a Chartered Civil Engineer.
Having graduated with a BSc Civil Engineering from the University of Leeds he continued with an MSc in Transport Planning and Engineering from the Institute of Transport Studies in 1979.
Whilst in the Midlands Geoff gained experience on the M40, M42 and A69 Coventry projects, and on the E5 Motorway in Turkey including spells abroad. He joined the newly formed Leeds office in 1991 to develop the transport capability and has since then been responsible for major frameworks contracts with Network Rail and the Highways Agency. He was Project Manager on Arup’s collaboration with Amec on the award winning A650 Bingley Relief Road Project which opened in 2003.
Other relevant projects include Wakefield Europort, several East Coast Mainline upgrade studies and development works at Kings Cross and Blackfriars Stations.
Geoff has a developing interest in Intelligent Transport Systems and maintains good links with the University of Leeds. He is a member of Arup’s Graduate recruitment Task force and is involved in Arup’s corporate and local recruitment strategies.
Geoff is a member of the Branch Committee's Communication Group, which is working to raise the profile of the Branch. He is (still) keen on sports including football and cycling, and sometimes relaxes by catching trout in the Yorkshire Dales. |

Alan Jeffery BSc(Hons) CEng MICE MIHT MCMI
Alan is currently a Principal Engineer at Halcrow and has 25 years experience in the civil engineering industry. Alan started his career working for British Railways and, after graduation, moved into Local Government working for two Local Authorities in the Yorkshire & Humberside Region. During that time he worked as Project Manager and undertook site supervision of a variety of drainage, urban regeneration, highway and transportation improvement projects. More recently, Alan has been involved in maintaining and delivering safety improvements on the motorway and trunk road network in the North West region.
Alan joined the IHT in 2000, and was elected onto the Branch Committee in 2006 after moving back to the area. Alan also undertakes professional reviews, on behalf of the IHT, and is keen to support young engineers in gaining experience and achieving chartered or incorporated status. |

Rachel Fogg MA MEng (Cantab) CEng MIHT
Rachel’s background is in civil engineering, and she achieved chartered status through the IHT in 2005. Rachel started her career with Arup in London, where she was involved in the design of King’s Cross and Victoria Transport Interchanges. She is now based in Leeds with JMP, where she works primarily for the Highways Agency and the private sector, and is developing her expertise in sustainable travel and smarter choices initiatives. Rachel also has a keen interest in urban design and has been involved in a number of regeneration projects across the Yorkshire region.
Rachel joined the Branch Committee in the beginning of 2006 with a view to increasing the membership and involvement of younger branch members. Since joining, she has established a Graduate and Student Branch Committee and has helped organise a number of events aimed specifically at students and young professionals, for example summer debate, football tournament, home zones seminar and pub quiz. Julia Raine BEng(Hons) CEng MIHT
Julia has worked in the engineering industry since 1988 and became a Chartered Engineer in 2006. She has previously worked for Consultants, the Highways Agency, and a Local Authority, and her specialisms are in Traffic and Transportation, Highway Design, NEC Contracts and Management. The majority of Julia’s career has been within the Design and Management of Highway Maintenance Schemes, Traffic Management and Road Safety Projects.
However, during her time working with the Local Authority, Julia developed an interest in Law and Contract Procedures. As a result, she attended Leeds University and various workshops, and she was involved in putting together Professional Services contracts for the Authority.
Julia has also been involved with Value Management workshops. Having taken an advanced course in Value Management, Julia has prepared, attended and helped facilitate at these one day events.

Andrew Hugill BSc(Hons) CEng MICE MIHT
Andrew Hugill is the Yorkshire & Humberside representative on IHT Council, Chair of its Procurement Board, and a member of the IHT’s Executive Board.
Andrew has over 20 years experience of delivering local government highway and transport services, involving a range of partnerships between the public and private sectors. He has extensive knowledge and understanding of the operation of local government, in particular relating to the procurement of complex PFI & PPP projects. He has worked closely with Central Government, Local Authorities, providers and advisors in improving the delivery of projects.
Andrew joined Atkins in January 2006 as Director (Central & Local Government Services). He was previously with 4ps, where he was a Senior Executive advising local authorities on the best way to deliver PFI and PPP schemes in the transport sector. |

John Linsley BSc DMS CEng FICE FIHT
John has many years of experience in engineering and highway maintenance, and of general management within local authorities, most latterly as Assistant Borough Engineer at Doncaster MBC. He has worked in the private sector since retiring from local government in 2000, initially as an independent consultant for various consultancies and contractors, before being appointed as Regional Director with Chris Britton Consultancy in 2002. His current work involves providing highway related strategic and management advice to local authorities.
In addition to being a Committee member, John is a member of the Procurement Board. He also represents the Technical Advisers Group on the British National Committee of the World Road Association. |

Mike Greenhalgh BSc CEng MICE FIHT Grad IOSH
Mike graduated for Nottingham University in 1972 and initially worked for contractors in and around Manchester. He worked on the M56 / M63 and the M55 before moving to a water treatment plant. Mike then spent three years in the North West Road Construction unit in Preston designing motorway bridges and associated structures before returning to contracting. He was in charge of a section on Kielder dam in Northumberland and completed his contracting career back where he had started in Manchester.
In 1980, Mike moved to Hong Kong with a consultant and spent ten years there working on a wide variety of civil engineering projects including railways, roads, bridges, drainage and sewage pumping stations, marine works and deep foundations. His final project in HK was for the design and construction of 2.5km of balanced cantilever, glued segmental, post-tensioned elevated flyover. This was the first project of its kind in HK.
In 1990, Mike moved back to the UK and started working for the DfT (later to become the Highways Agency). Since then he has had a variety of roles in structural engineering, network strategy and safety. At the present time, his focus is on safe network operations and he was heavily involved in rolling out the new Highways Agency Traffic Officer Service.
Mike also represents the Highways Agency on the World Road Association, leading a team of international engineers providing guidance on road safety improvement with a particular emphasis on developing and emerging countries. |

Frank Montgomery BSc MSc CEng MICE FIHT
Frank is the Director of Learning and Teaching at the Institute for Transport Studies at the University of Leeds. He has been a lecturer in Transport Engineering at the Institute since 1985 and senior lecturer since 1992.
Frank began his career as a consultant in the field of traffic and transportation, during which time he gained Chartered Membership of the Institution of Civil Engineers. He then took the Masters Degree in Transport Planning and Engineering at Leeds, following which he spent four years as Research Fellow on studies of peak spreading, car sharing and urban congestion monitoring.
Frank has spent time in Bangkok, carrying out research on the control of congestion in highly saturated signalised networks, and provided input into the development of the Masters program in Highway Engineering at the Institute of Technology, Bandung, Indonesia. He was also project manager of PRIMAVERA, which sought to develop, field test and evaluate integrated strategies for arterial corridor control.
Frank is a Nominated Member of IHT Council and Education Board, and member of Joint Board of Moderators. His current research interests include: traffic modelling; urban traffic management and control; effects of high proportions of motorcycles, and his leisure interests include cycling and hillwalking. |

Martin Wilson BEng CEng FICE FIHT
Martin joined the IHT in 1984 and was co-opted onto the Branch Committee in 1989, and elected for the first time in April 1990. He was elected Fellow of the Institution in 1995 and was Branch Chairman in 2000.
Martin’s main interest is bridges and, in addition to many motorway and city highway projects, he was responsible for the major structures on the Sheffield Supertram project. In relation to this project, Martin received the award for the best technical paper submitted to the IHT in 1992, as co-author of a paper which described the design and construction of the viaduct carrying the tramway over Park Square in the heart of Sheffield .
The other bridge to receive high commendation on this project was the Commercial Street steel bow girder bridge, which came second to the Eurostar Terminal at Waterloo in the Structural Steel Design Awards in 1994.
Martin has spent much of his career, from graduate trainee to chief engineer, in the public sector with Metropolitan City and County Councils. He has also been an independent consultant, mainly in the rail industry since 1995. Martin cites his role in the structural assessment of the Forth Railway Bridge as his most exciting project in recent years, and he continues to provide advice on bridge matters, mainly for the rail industry.
Martin’s personal interests include the arts and the theatre, with sailing and walking the Scottish hills as his preferred outdoor interests. |

Emma Anforth
Emma Anforth is an Assistant Transport Planner at JMP Consulting in Leeds. She is interested in sustainable transport, with a particular interest in influencing travel behaviour and the environmental impacts of transport. She is currently assisting with the development and implementation of an Area Travel Plan for Birstall Park on behalf of the Highways Agency.

Leanne Davis
Leanne is an Assistant Transport Planner at JMP Consulting in Leeds, having recently graduated from the University of Leeds with an MSc in Transport Planning. Whilst at JMP she has worked on a number of projects on behalf of the Highways Agency, across a wide spectrum of transport planning areas including local policy, development control and scheme appraisal. Leanne has a particular interest in the social dimension of transport, especially accessibility planning as well as changing travel behaviour. Outside of work, Leanne enjoys walking and socialising with friends. |

Amri Denton
Having studied Civil Engineering in the Caribbean, Amri now works for the City of Bradford Metropolitan District Council, where he has been involved in highway design and transport planning. He is also currently embarking on an MSc course in Transport Planning and Engineering (Leeds). He plays football and reads all sorts of literature in his spare time. |

Michael Chung
Michael is a Transport/Signal Engineer working for WSP in Leeds, where he is working for a number of signal improvement projects for Highways Agency Area 12 including A1(M)/M18 Improvement and A63 Garrison Road Improvement. He is also involved in signal projects for London.
He obtained MSc (Eng) at the Institute for Transport Studies at the University of Leeds in Sep 2003. After graduated, he worked for Pell Frischmann during the period between Oct 2003 and Oct 2006, where he was involved in a wide variety projects including Micro-simulation & Macro-simulation Modelling, Junction Design, Transport Assessment and Route/Safety Management.
Michael is interested in playing football, basketball and doing voluntary work in the local Christian Church for students. He is keen to contribute his skills and his time to organise events for the Graduate and Young Professional. |

Richard Brightmore
Richard is a Transport Planner with Atkins Transport Planning based in the Leeds office. During his time with Atkins, he has developed a detailed knowledge of transport planning, with a specific focus on local / regional / national policy, public and stakeholder consultation, green travel plans, survey design and use of GIS software.
In terms of hobbies and interest, Richard plays for and is secretary for his local football team. He also enjoys playing snooker and the occasional round of golf. He enjoys the theatre, cinema and socialising with friends. |

Rebecca Layzell
Rebecca graduated from the University of Huddersfield with a BSc (Hons) in Transport and Logistics Management in 2005 and has been working for Scott Wilson Ltd in the Leeds office since her graduation. Her involvement in several high profile transport projects while on placement with Hampshire County Council has provided invaluable practical experience and grounding in handling transport projects in a commercial environment. Since joining Scott Wilson she has been working in multi-disciplinary development teams and has gained experience in preparing transport assessments, parking layout plans, feasibility studies, and transportation appraisals for major developments. |

Alfred Larnyoh
Alfred is a graduate Transport Planner/Highway Engineer in the Transport Planning division of the Yorkshire Business Unit responsible for Strategic Highways. He joined Mouchel Parkman in September, 2005, having successfully obtained his MSc at the Leeds University. His main areas of study are Road Infrastructure Design, Traffic Management and Transport Planning Policies.
Alfred has experienced dealing with major projects including the production and management of Major Scheme Business Cases, Transportation Strategies and Feasibility Studies, Risk Assessment of Major projects, Network Appraisals and Highway Design. |

Ewan Farrow
Ewan is a Graduate Consultant at Faber Maunsell in Leeds and has recently graduated from the University of Leeds with an MSc in Transport Planning. He is particularly interested in transport policy, public transport and modeling, and has been involved with a number of projects along these lines at Faber Maunsell. He is currently working on the Regional Network Report for the Highways Agency, and a ticketing strategy review for Nexus PTE. Ewan is also a keen triathlete and greatly enjoys hiking.
